It’s pretty simply. Reduce the number of participants (5 people should be the maximum). Smaller teams tend to be more focused and there’s less room for distraction. Set a clear goal for the meeting (what you want to achieve). Inform people of that goal and what you expect from them, send any material ahead of the meeting for participants to be informed/ read. Open the meeting with explaininng the goal what you want from the team, discuss solutions, make the decision and move on.
